Dear Senator,

Thank you for taking the time to hear our concerns. As our lawyer has stated, we are victims of covert criminal activities that have gone on unchecked for far too long. It is a campaign of lies, cover-ups, suppression, control, harassment, and domestic torture. All across this country and the globe covert harassment groups have sprung up and have begun to victimize a wide spectrum of persons in this society; from government whistleblowers, illegal human research subjects, and political activists to targets of opportunity such as women, children, the elderly, African-Americans and other minorities, gays and lesbians, newly-immigrated citizens, prisoners, those institutionalized with mental illness, as well as many unsuspecting, law-abiding Americans.

People in every state of the union are being targeted for abuses such as 24/7 organized stalking and monitoring, harassment on the job and in their private affairs, and directed energy weapons assaults that induce severe physical trauma such as shocks, stings, burning, nausea, and sleep deprivation, to name a few. The average American would be astonished to learn the extent to which secret surveillance technology has advanced today; to learn that remote manipulation and torture of the human mind and body is now possible and that all are at risk of horrendous abuses at the hands of technological predators.

We believe the source of these attacks to be military intelligence and other government investigative agencies with ever-expanding budgets for research and acting as though they are beyond any oversight.

We, the undersigned, are therefore compelled to request that congressional hearings be held to examine our issues and hear our accounts of what is happening covertly in this country. It is time to end the cover-up and restore our country once again to its founding constitutional principles of freedom and justice for all.

Dear Senator:

I represent Freedom from Covert Harassment and Surveillance, an organization with several hundred members around the country and internationally who have reason to believe they are targeted with various non-lethal weapons. These targeted individuals suffer physical and psychological symptoms as a result of the remote manipulation. We seek your office’s assistance in initiating hearings and a fact-finding congressional inquiry into the government agencies and/or private companies that are targeting citizens. Many citizens are desperate to be freed from the disturbing, intrusive and oppressive targeting.

Evidence supports the conclusion that weapons exist that could be used against individuals, based on U.S. Patent and Trademark Office filings, public releases by agencies, and other technologies that indicate the level of technological sophistication. The weapons are believed to be based on electromagnetism, microwaves, sonic waves, lasers and other types of directed energy, and were characterized as “psychotronic” in Rep. Dennis Kucinich’s draft of House Resolution 2977, the Space Preservation Act of 2001. Furthermore, it is undeniable that government agencies have tested citizens without permission in the past; for example, the CIA’s human experimentation discussed in Orlikow v. U.S., 682 F.Supp. 77 (D.D.C. 1988), secretly administered lysergic acid diethylamide discussed in United States v. Stanley, 483 U.S. 669 (1987), and military chemical experimentation as discussed in Congressional Committee Report 103-97, 103d Congress, 2d Session, S. Prt. 103-97 (Dec. 8, 1994). Lastly, the sheer numbers of people complaining of being targeted, including people with post-graduate degrees and a lifetime of achievements, and the similarities in symptoms tend to outweigh a dismissive response based on charges of anecdotal evidence or group paranoia.

Several plaintiffs or groups of plaintiffs have filed suits in the past levying similar charges of directed weaponry, but, to my knowledge, all have been dismissed due to immunity and state secret defenses, and the lack of evidence of a direct link to agencies or companies. It is difficult to legally prove targeting by psychotronic weapons when the perpetrators operate from remote, unseen locations and therefore the targeting can be dismissed as delusional. Given the wide scope of alleged targeting, there is a certain risk of sounding too conspiratorial, however, common denominators such as physical symptoms and medical reports, surveillance scenarios, harassment techniques, and more can be readily established.

Freedom from Covert Harassment and Surveillance will gladly provide your office, and any legislator and investigator, reports from targeted individuals documenting instances of targeting, medical documentation, and recordings. This firm will provide research and investigation results upon request as well. We will diligently work with anyone willing to help. Please carefully consider convening hearings and an inquiry and collaborating with other legislators in an effort to uncover and stop this inhumane practice.

A bill to provide protections to individuals who are being harassed, stalked, harmed by surveillance, and assaulted; as well as protections to keep individuals from becoming human research subjects, tortured, and killed by electronic frequency devices, directed energy devices, implants, and directed energy weapons.

Section 1. Short Title
This bill may be cited as the “Organized Stalking and Directed Energy Devices and Weapons Bill “

Section 2. Findings and Purpose
A) Findings
1) The constitution guarantees the right of the people to be secure in their person. The Declaration of Independence asserts as self-evident that all men have certain inalienable rights and that among these are life, liberty, and the pursuit of happiness.

2) As Supreme Court Justice Louis Brandeis wrote in 1928, “the framers of the Constitution sought "to protect Americans in their beliefs, their thoughts, their emotions, and their sensations." It is for this reason that they established, as against the government, the right to be let alone as "the most comprehensive of rights and the right most valued by civilized men.“

3) The first principle of the Nuremberg Code states that with respect to human research, the voluntary consent of the human subject is absolutely essential. The Nuremberg Code further asserts that such consent must be competent, informed, and comprehending.

4) There are current regulations implementing the obligations of the United States to adhere to Article 3 of the United Nations Convention Against Torture and other Forms of Cruel, Inhumane or Degrading Treatment including all terms that are Subject to any reservations, understandings, declarations, and provisions contained in the United
States Senate resolution of ratification of the Convention.

B) Purpose
To establish regulations and penalties for those who use any type of electronic frequency devices, directed energy devices, implants, surveillance technology, and directed energy weapon to purposefully cause any of the following: stalking, harassing, mental or physical harm, injury, harmful surveillance, torture, diseases, and death to any United States citizen.

Section 3. Organized Stalking
If two or more persons willfully, maliciously, and repeatedly follow or willfully and maliciously harass another person and who make a credible threat with the intent to place that person in reasonable fear for his or her safety, or the safety of his or her immediate family, they are guilty of the crime of organized stalking, punishable by imprisonment in a county jail for not more than one year, or by not more than one thousand dollars ($ 1,000), or by both that fine and imprisonment, or by imprisonment in a federal prison.

If two or more persons violate subdivision (a) when there is a temporary restraining order, injunction, or any other court order in effect prohibiting the behavior described in subdivision (a) against the same party, they shall be punished by imprisonment in the state prison for two, three, or four years.

For the purposes of this section, "harass" means engages in a knowing and willful course of conduct directed at a specific person that seriously alarms, annoys, torments, or terrorizes the person, or damages his personal property or possessions and that serves no legitimate purpose. * * *

For the purposes of this section, "course of conduct" means two or more acts occurring over a period of time, however short, evidencing a continuity of purpose. Constitutionally protected activity is not included within the meaning of "course of conduct."

For the purposes of this section, "credible threat" means a verbal or written threat, including that performed through the use of an electronic communication device, or a threat implied by a pattern of conduct or a combination of verbal, written, or electronically communicated statements and conduct, made with the intent to place the person that is the target of the threat in reasonable fear for his or her safety or the safety of his or her family, or personal property or possessions and made with the apparent ability to carry out the threat so as to cause the person who is the target of the threat to reasonably fear for his or her safety or the safety of his or her family or personal property or possessions. It is not necessary to prove that the defendant had the intent to actually carry out the threat. The present incarceration of a person making the threat shall not be a bar to prosecution under this section. Constitutionally protected activity is not included within the meaning of "credible threat."

For purposes of this section, the term "electronic communication device" includes, but is not limited to, telephones, cellular phones, computers, video recorders, fax machines, pagers or synthetic telepathy devices.

The sentencing court also shall consider issuing an order restraining the defendant from any contact with the victim, that may be valid for up to 10 years, as determined by the court. It is the intent of the Legislature that the length of any restraining order be based upon the seriousness of the facts before the court, the probability of future violations, and the safety of the victim and his or her immediate family.

For purposes of this section, "immediate family" means any spouse, parent, child, any person related by consanguinity or affinity within the second degree, or any other person who regularly resides in the household, or who, within the prior six months, regularly resided in the household.

Section 4. Punishment for threats

Any person or persons who willfully threatens to commit a crime which will result in death or great bodily injury to another person, with the specific intent that the statement, made verbally, in writing, or by means of an electronic communication device, is to be taken as a threat, even if there is no intent of actually carrying it out, which, on its face and under the circumstances in which it is made, is so unequivocal, unconditional, immediate, and specific as to convey to the person threatened, a gravity of purpose and an immediate prospect of execution of the threat, and thereby causes that person reasonably to be in sustained fear for his or her own safety or for his or her immediate family's safety, shall be punished by imprisonment in a federal prison not to exceed one year..

For the purposes of this section, "immediate family" means any spouse, whether by marriage or not, parent, child, any person related by consanguinity or affinity within the second degree, or any other person who regularly resides in the household, or who, within the prior six months, regularly resided in the household.

"Electronic communication device" includes, but is not limited to, telephones, cellular telephones, computers, video recorders, fax machines, pagers or synthetic telepathy devices

Obscene, threatening or annoying communication
(a) Every person or persons who, with intent to annoy, telephones or makes constant contact by means of an electronic communication device with another and addresses to or about the other person any obscene language or addresses to the other person any threat to inflict injury to the person or any member of his or her family, or any property or personal possessions is guilty of a misdemeanor. Nothing in this subdivision shall apply to telephone calls or electronic contacts made in good faith.

(b) Every person or persons who makes repeated telephone calls or makes repeated contact by means of an electronic communication device with intent to annoy another person at his or her residence, is, whether or not conversation ensues from making the telephone call or electronic contact, is guilty of a misdemeanor. Nothing in this subdivision shall apply to telephone calls or electronic contacts made in good faith.

(c) Every person or persons who makes repeated telephone calls or makes repeated contact by means of an electronic communication device with the intent to annoy another person at his or her place of work is guilty of a misdemeanor punishable by a fine of not more than one thousand dollars ($ 1,000), or by imprisonment in a federal prison for not more than one year, or by both that fine and imprisonment. Nothing in this subdivision shall apply to telephone calls or electronic contacts made in good faith. This subdivision applies only if one or both of the following circumstances exist:

(1) There is a temporary restraining order, an injunction, or any other court order, or any combination of these court orders, in effect prohibiting the behavior described in this section.

(2) The person or persons makes repeated telephone calls or makes repeated contact by means of an electronic communication device with the intent to annoy another person at his or her place of work, totaling more than 10 times in a 24-hour period, whether or not conversation ensues from making the telephone call or electronic contact, and the repeated telephone calls or electronic contacts are made to the workplace of an adult or fully emancipated minor who is a spouse, former spouse, cohabitant, former cohabitant, or person with whom the person has a child or has had a dating or engagement relationship or is having a dating or engagement relationship.

(d) Any offense committed by use of a telephone may be deemed to have been committed where the telephone call or calls were made or received. Any offense committed by use of an electronic communication device or medium, including the Internet, may be deemed to have been committed when the electronic communication or communications were originally sent or first viewed by the recipient.

(e) Subdivision (a), (b), or (c) is violated when the person acting with intent to annoy makes a telephone call requesting a return call and performs the acts prohibited under subdivision (a), (b), or (c) upon receiving the return call.

(f) If probation is granted, or the execution or imposition of sentence is suspended, for any person or persons convicted under this section, the court may order as a condition of probation that the person participate in counseling.

(g) For purposes of this section, the term "electronic communication device" includes, but is not limited to, telephones, cellular phones, computers, video recorders, fax machines, pagers or synthetic telepathy devices.

Section 5. Assault and battery with an electronic or directed energy weapon
Any person or persons who in the course of organized stalking and harassment, commits an assault upon the person of another with an unauthorized directed energy weapon shall be punished by imprisonment in a federal prison for two, three, or four years or by a fine not exceeding ten thousand dollars ($10,000).

For the purposes of this section the term directed energy weapon is defined as any device that directs a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against a person or any other unacknowledged or as yet undeveloped means of inflicting death or injury; or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person via land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or by expelling chemical or biological agents in the vicinity of a person.

Dear Senator Nelson:

My name is Juanita Purdy, your constituent from Pensacola, Florida. For the past year, I have been subjected to illegal surveillance and torture through electronic means.  This covert operation has been a gross violation of my human, constitutional and civil rights, and I want this harassment to stop.   It is well documented that the United States Intelligence agencies working in conjunction with local law enforcement agencies and the military employ the use of bio-electromagnetic weapons that emit beams of microwave and radio wave energy at frequency levels undetected by common measures.  The use of these weapons has been shrouded in secrecy, but a recent report by Vanity Fair indicates indisputable proof that these same measures are being used on detainees in U.S. custody.  Senator Carl Levin will hold hearings regarding detainees. And I am asking you for a hearing concerning the full scope of the use and testing of these weapons on myself and the other known 40 or more constituents of Florida who are being tortured as well.  I am also asking that your office contact Representative Jim Guest from the Missouri State Legislature who has extensive knowledge of the abuse of these weapons on U.S. citizens throughout this country and who is seeking a congressional hearing about this issue. He is planning to meet with Senator Ted Kennedy in Washington, DC in September and we who are victims in Florida would like for you to participate in these discussions.  Please contact Representative Guest to arrange to be there. 

 
I have been a target of this torture for a year, but others have been targeted much longer, some as long as forty years.  These covert operations are essentially a continuation of FBI and CIA-run classified programs such as COINTELPRO and MKULTRA.  We believe that we are part of the thousands of Americans that have fallen victim to the warrantless surveillance of the NSA. We know that these current government-sanctioned operations discredit the targeted individual and torments the individuals life, sometimes even to the point of death.  Some victims are stalked wherever they go.  They are subjected to noise campaigns, insults, taunts and threats.  Others are violated with these electronic weapons that induced excruciating pains, tingling sensations, ringing in the ears, electrical shocks, and various elements of synthetic telepathy.

Freedom From Covert Harassment and Surveillance is one of the few organizations that work tirelessly to offer help and support to victims this abuse. There are nearly five hundred members whose lives have been devastated by this abuse. Networking with sister organizations lead us to believe that these attacks are being carried out against thousands of innocent US citizens.  Most of these citizens are vulnerable and easy targets (i.e. single women, elderly and children).  According to Representative Jim Guest's information, 68 percent of the victims are women.  Others are government and corporate whistle blowers or victims targeted by hate groups and other extremists. These are law-abiding citizens, not criminals, terrorists, or people who are threats to U.S. security.  It would be an atrocity to the US and our standard of democracy and freedom to allow this “silent Holocaust” to continue.

With the United States as a leader of democracy, this type of torture cannot continue nor should it continue to be covered up.  This is scandalous to our motto and we need Congress to set things right.   We are asking Congress to hold hearings and give us as victims a voice.  We need Congress to let us know that the United States truly “hold these truths to be self evident, that all men are created equal and they are endowed by their Creator with certain inalienable rights.”  We need Congress to restore law and justice back to our country. I am asking you as my Representative to petition other members of Congress on my behalf to hold hearings on these cases.  I will be happy to provide you with any official documentation that I have in my possession concerning my case.  I am requesting a written response to my request.  I look forward to hearing from you very soon.

We the undersigned have suffered or are suffering from strange and similar symptoms.

There is no physical or mental illness that can cause all of the symptoms indicated below. But there is a technology (neurological weapons, radio-frequency weapons) that can.

The human body is an electrochemical system: anything that disturbs the electrical impulses of the nervous system will affect body function and behaviour.

We the undersigned would like to draw your attention to this extreme criminality. There is massive secrecy regarding this horrendous matter.

Based on the above, this is a formal request to the UN Council on Human Rights to assist in halting these activities violating international norms of behaviour and international obligations of the countries mentioned.

We do understand the United States of America did not sign the Optional Protocol of the Covenant on Civil and Political Rights.

Nevertheless, we believe the American people should not be subjected to these gross violations of human rights.

PROCLAMATION

Whereas, 1,006,970 women and 370,990 men are stalked annually in the United States;

Whereas, 1 in 12 women and 1 in 45 men will be stalked in their lifetimes, and the majority of victims are stalked by someone they know;

Whereas, 76 percent of women killed by an intimate partner had been stalked by that intimate partner;

Whereas, 81 percent of women stalked by a current or former intimate partner are also physically assaulted by that partner;

Whereas, stalking victims experience anxiety, insomnia, social dysfunction, lost work hours and productivity, and severe depression at a much higher rate than the general population;

Whereas, stalking victims are forced to take drastic measures to protect themselves, such as relocating, changing their address, changing their identities, changing jobs, and obtaining protection orders;

Whereas, stalking is a crime in all fifty states, the District of Columbia, and under the laws of the federal government;

Whereas, there is a need to enhance the criminal justice system’s response to stalking and stalking victims, including aggressive investigation and prosecution;

Group stalking is described as several individuals or groups of individuals

who stalk, threaten, harass, or intimidate someone on an ongoing basis.

Sophisticated and covert tactics are often used to intrude into a person's

daily life and affairs to the point of near-total isolation from friends and

family and sometimes to the point of financial insolvency.


Today's citizen stalking groups, based on false accusations about their

targets, such as mental illness and other allegations, find ways to harass

them around the clock, while making it appear to casual observers that

the victim is simply having ordinary bad luck that everyone experiences

now and then.

What is different is that the harassment groups take these ordinary

bad luck occurrences to a new level of frequency so that many areas

of a person's life are affected including the home, the workplace, the car,

the bus, train, or plane. Victims often report seeing the person(s) following

them but they are careful not to engage the target directly which would

bring attention to them in the community. They are therefore free to

continue their tormenting of the victim indefinitely. If one wonders why

someone would go to these lengths to harass someone, we have

learned from various sources that this line of work, though shadowy,

can be lucrative for the harasser. And also the false sense of power

and control exerted over their victims' lives can be something addictive.

A few police officers have stated to targets who ask for police

assistance that they are under orders to ignore complaints involving more

than one stalker. A few doctors have confided that they know these

events are occurring, but these officials stop short of going public.

Electromagnetic harassment, which often accompanies group stalking,

occurs when directed energy weapons are aimed at an individual to inflict

great pain or illness upon contact. Symptoms include: pain to the skin,

head, limbs, or inner organs; burns, rashes, redness, feeling of pin pricks,

nausea, sleep deprivation, manipulation of body parts, and much more!

Through the science known as "synthetic telepathy", corrupt

government officials and others are able to send voice and other audio

signals directly into a person's brain and to access and influence their

thoughts. Targets report hearing inner voices that are not their own and

involuntarily seeing and experiencing mental imagery that is not of their

own thought processes.

To the reader, we urge you to have patience and understanding for

the person named in this letter. It is likely that much of what he or she is

telling you may be true. Many others across this nation and the globe

are also experiencing similar circumstances.

As we enter the 21st century, our organization will be working

diligently towards finding ways to combat this newly-emerging crime.

We feel that one of the major challenges of this new era will be how we,

as a country will be able to safeguard our civil liberties granted to all

Americans through our Constitution in light of the arrival of the stalking

groups and the phenomenon of remote weapons technology.
